This study aims to show that collaboration between the government, universities and schools in the Kampus Mengajar programme can create an effective literacy programme. The programme not only focuses on increasing interest in reading but also covers other aspects such as the management of quality reading books and libraries, and the utilisation of technology. This study also highlights some of the challenges still faced in improving literacy at the primary level, such as inadequate library conditions and students' lack of interest in reading. Therefore, there is a need for continuous efforts to improve literacy conditions in schools, including improving library facilities and developing more varied and interesting literacy programmes for students. Literacy programmes in the Kampus Mengajar can be continuously improved according to the needs of each school. Stakeholders, including the government, universities and schools, need to work together continuously to create an educational environment that supports the improvement of literacy in Indonesia. In addition, there is a need for regular evaluation of the results of literacy programmes to ensure their effectiveness and provide needed improvements.
